Without the owner password, you do not have permission to create or modify annotations in the documents.

I searched for apps that can unlock the password, but I couldn’t find them so far.
Using cloud storage instead of the apps made it easy to unlock the password, so I will introduce them from the following.
Method 1: Using Microsoft OneDrive
Assuming that you have already created an account on Microsoft OneDrive and can use it, I will introduce the procedure from the following.
The work flow is as follows.
- Uploading a PDF
- Downloading the pages you want to edit in PDF format with the print command
▶ Upload the PDF to a suitable location on OneDrive.
▶ After uploading the PDF, click to view the contents.
▶ From the OneDrive menu bar, click “Print”.
▶ When the print instruction screen is displayed, make settings such as specifying the pages to output and click the print button.
The screen below is for Mac, but a similar screen is displayed on Windows, so make the necessary settings and operate.
▶ Open the downloaded PDF and confirm that you can edit it.
The following has been confirmed to be editable using the “Preview” app on Mac.
Method 2: Using Google Drive
Assuming that you have already created an account on Google Drive and can use it, I will introduce the procedure from the following.
The work flow is as follows.
- Installing of add-on app for PDF display
- Uploading a PDF
- Downloading the pages you want to edit in PDF format with the print command
▶ Open Google Drive and select “New” -> “Other” -> “Add App” from the upper left.
▶ When the apps installation screen is displayed, enter “pdf” in the search window to search, and install “PDF Viewer” from the search results.
The installation method is just as instructed on the screen, so it is omitted here.
▶ The installation of the app is completed up to this point.
Then, upload the PDF to a suitable location on Google Drive.
▶ After uploading the PDF, double-click it to display the contents.
▶ From the PDF menu icon, click the printer icon.
▶ When the print instruction screen is displayed, make settings such as specifying the pages to output and click the print button.

Conclusion
In terms of ease of effort, OneDrive, which can be used as a standard function, is easier.
Also, Google Drive can install various apps with add-ons, but as far as I tried multiple, PDF apps with editing functions could not read PDFs with passwords.
The “PDF Viewer” introduced on this page does not have an editing function, so it seems to have worked well.
